On 17 September 2026, the Ministry of Labour and Employment quietly did something payroll teams across India have been waiting years for. This notification fixed ₹25,000 per month as the new wage ceiling for the purposes of Chapter III of the Code on Social Security, 2020, the chapter that governs the Employees' Provident Fund, the Employees' Pension Scheme, and the Employees' Deposit Linked Insurance Scheme.

If that sentence sounds dry, the number behind it isn't. This is the first real change to the EPF wage ceiling in over a decade, and it directly affects how much of your workforce falls under mandatory PF coverage. It also supersedes the earlier notification, S.O. 2702(E), dated 29 May 2026, which had simply carried the old ₹15,000 figure forward into the new Code without changing it.

Twelve years is a long stretch for a number that decides who gets mandatory retirement savings and who doesn't, especially while salaries kept climbing around it.

When the Ministry first notified a wage ceiling under the new Code on 29 May 2026, many in the industry expected a revision. Instead, the notification simply carried the existing ₹15,000 figure over, and the government's own messaging at the time made clear it wasn't planning an increase just yet.

That didn't mean the idea was off the table. Through mid-2026, reports surfaced that the EPFO had originally proposed raising the ceiling as high as ₹30,000, and that the Finance Ministry had cleared a revised figure of ₹25,000 instead. Then, in July, the proposal appeared to stall. The government deferred the hike, citing the need for consultations with industry and other stakeholders. Several outlets speculated the change might not land until April 2027, once businesses had time to adjust their systems.

That's what makes this notification notable. The government moved faster than the speculation suggested, and it moved straight to ₹25,000, effective immediately from the date of Gazette publication, not from some future date next year.

What Chapter III actually covers

Chapter III of the Code on Social Security, 2020 isn't just about the provident fund in the narrow sense. It's the umbrella for three linked schemes:

• Employees' Provident Fund (EPF): retirement savings, funded by matching employer and employee contributions.

• Employees' Pension Scheme (EPS): the pension component, funded from within the employer's contribution plus a government share.

• Employees' Deposit Linked Insurance (EDLI): life insurance cover tied to PF membership.

The wage ceiling determines two things at once: who must be enrolled in these schemes, and, for many members, the wage base on which contributions are calculated. A higher ceiling widens both.

Who this actually affects

Mandatory EPF and EPS coverage still applies to establishments employing 20 or more people, with smaller firms free to opt in voluntarily. Within those establishments, the practical effect of this notification is straightforward: any employee whose basic pay plus dearness allowance falls at or below ₹25,000 a month must now be enrolled, where previously the cutoff was ₹15,000.

Think about what that band, ₹15,001 to ₹25,000, actually represents in most Indian companies. It covers a large slice of entry level and mid level staff: office support roles, junior executives, field staff, retail and warehouse employees, and many contract workers placed through staffing firms. None of these employees were legally entitled to PF contributions from their employer before, unless the company had voluntarily extended coverage. Now they are.

What this means for a newly covered employee

Take a concrete example. Priya is an executive assistant earning ₹20,000 a month in basic pay plus DA. Before 17 September, since her wage sat above the old ₹15,000 ceiling, her employer wasn't obligated to enrol her in EPF at all. Many companies in that position simply didn't. After the new notification, her ₹20,000 falls inside the mandatory band, so enrolment is no longer optional.

Here's what that adds to the employer's monthly cost for her alone.

That's roughly ₹31,200 a year in new employer cost, including the EPF administrative charge, for one employee who happens to sit in that ₹15,000 to ₹25,000 band. Now multiply that by however many people on your rolls fall into it. A company with 50 employees in that range is looking at close to ₹15.6 lakh a year in PF related contributions that simply weren't a legal obligation a month ago. For businesses with a large junior or support staff headcount, that number adds up faster than it might look on first read.

What this means for employees you already cover

There's a second, quieter cost most employers don't think about right away. Many companies already have employees earning well above the wage ceiling, people whose actual basic pay might be ₹40,000 or ₹50,000 a month, but whose PF contribution has always been calculated only on the statutory ceiling amount, not their full salary. This is a common and legal way to control PF costs for higher earners.

Here's the effect of the ceiling itself moving from ₹15,000 to ₹25,000, even without a single new employee being added to the rolls. Take a company with 100 such employees, each with PF contributions restricted to the ceiling.

At the old ₹15,000 ceiling, the employer's monthly contribution per employee was:

• EPF and EPS combined (12% of ₹15,000): ₹1,800

• EDLI (0.5% of ₹15,000): ₹75

• EPF administrative charge (0.5% of ₹15,000): ₹75

• Total employer cost per employee: ₹1,950 a month

At the new ₹25,000 ceiling, that same employee's contribution becomes:

• EPF and EPS combined (12% of ₹25,000): ₹3,000

• EDLI (0.5% of ₹25,000): ₹125

• EPF administrative charge (0.5% of ₹25,000): ₹125

• Total employer cost per employee: ₹3,250 a month

That's an increase of ₹1,300 per employee per month, or ₹15,600 a year, purely because the ceiling moved. Across 100 such employees, the company's PF related bill rises by ₹1.3 lakh a month, or ₹15.6 lakh a year, without hiring a single new person or giving anyone a raise.

This is on top of, not instead of, the cost of newly covered employees described earlier. Add both together, and the true impact of this notification on a midsized company's payroll can run well into seven figures annually.

What HR and payroll teams should do now

A few practical steps are worth prioritising over the coming weeks.

1. Map your workforce against the new band. Pull payroll data and identify every employee whose basic plus DA sits between ₹15,000 and ₹25,000. These are your newly mandatory enrolments.

2. Register new eligible employees promptly, generating a UAN for anyone who doesn't already have one on the EPFO portal. Since the ceiling takes effect from the date of Gazette publication, delayed enrolment can create compliance exposure and backdated contribution liabilities.

3. Revisit CTC structuring. Many companies keep basic pay deliberately low relative to gross salary, partly to limit PF liability. A ₹25,000 ceiling reduces how much that structuring can shield you, since even a modest basic component can now cross into mandatory territory.

4. Update payroll software and salary breakup templates. Contribution calculations, monthly ECR filings, Form 11 declarations, and records linked to employees' UANs will all need to reflect the new threshold.

5. Communicate with affected employees. Anyone moving into mandatory PF coverage for the first time should understand what it means for their take home pay and their long term savings.

A few things this notification does not do

It's worth being precise about the limits of this change. It doesn't touch the ESI wage ceiling, which is a separate figure under a different chapter of the same Code and remains unaffected by this notification. It also doesn't apply retroactively. The ceiling change takes effect from the date of publication, not from any earlier point. And it doesn't force employees who were already enrolled above the old ₹15,000 ceiling to change anything. If your company was already contributing on higher wages voluntarily, that arrangement continues as before.
