Quick answer: The best labour law consultant in India is one that knows the four Labour Codes and each state’s rules, covers every state where you operate, has handled real inspections and notices, has legal professionals for disputes, and gives you a written scope and fee. Praans Consultech is a labour law compliance firm built around exactly these checks. Use the list below to test any firm, including us.

“Labour law consultant” is not a licensed title in India, so anyone can use it. That puts the checking on you. Here is a simple way to do it.

Why the choice matters more in 2026

Since 21 November 2025, India’s four Labour Codes have replaced 29 central labour laws, and the Central Rules were notified on 8 May 2026. But labour is a concurrent subject, so each state frames its own rules, and states are moving at different speeds. Some have notified rules under all four Codes. Others are still at draft stage.

So what you owe in Haryana may differ from what you owe in Karnataka. The new wage definition can change PF, gratuity and bonus calculations. Registers and returns are moving onto portals. A consultant working from old playbooks will miss this. A wrong call can mean fines, notices, stalled approvals and awkward questions from clients who audit their vendors.

What the new Labour Codes change for employers

Three changes show up in almost every business:

• Wages: The Code on Wages uses one wage definition across laws. Where allowances are large, the wage base for PF, gratuity and bonus can go up.

• Registrations and returns: Many old registrations, registers and returns are being merged into fewer, portal-based filings.

• State rules: Each state still adds its own rules, forms and due dates, so the same Code can work differently from state to state.

A good consultant turns these three points into a checklist for your company within the first month.

7 checks before you hire a labour law consultant

1. Do they know the new Codes, not only the old Acts?

Ask how the new wage definition will affect your payroll. A good consultant answers with an example. A weak one says “we’ll study it.”

2. Can they cover every state you operate in?

Minimum wages, professional tax, labour welfare fund and shops and establishment rules differ by state. Ask who handles your district, and ask for a name, not “our associates.”

3. Have they handled cases like yours?

Ask for examples from your sector and size: an inspection, a PF or ESI notice, a contractor licence, a closure. Request two references you can call.

4. Is there legal expertise for disputes?

Advisory and courtroom work are different jobs. If a termination or notice may be challenged, you need legal professionals who can represent you, either in-house or through a trusted partner.

5. Do they do the work or only advise?

Some firms send an opinion and disappear. Others handle registrations, returns, renewals and audits. Know which one you need before comparing quotes.

6. Is the pricing written down?

Ask for a scope: which states, which services, how often, who responds and how fast. A quote far below others usually means a thin scope.

7. Will they warn you before things change?

Good consultants send a short note when a state notifies a rule or a due date moves. Ask to see a sample update, and ask how they protect your payroll and employee data.

Who should talk to us

Praans Consultech is a good fit if any of these sound familiar:

• You run operations in more than one state and cannot track every state’s rules

• You employ contract labour and need CLRA registration, licences or contractor compliance

• You are a startup or SME with no in-house compliance team

• You received a notice from PF, ESI, the labour department or a factory inspector

• You want to know how the new Labour Codes change your payroll and policies

• You want a labour law audit before an inspection finds the gaps

Compliance terms in plain words

• CLRA: Registration and licences for businesses that use contract labour, and for the contractors who supply it.

• PF and ESI: Retirement savings and health insurance for employees, with monthly returns and payments.

• Professional tax and LWF: State-level levies. Rates and due dates differ by state.

• Shops and Establishment: State registration for offices, shops and commercial units, with renewals and updates.

Red flags in any consultant

• Promises of guaranteed outcomes, such as “we’ll get your notice dropped”

• Offers to “manage” an inspector, which is a bribe waiting to happen

• No written proposal before work begins

• Vague answers about who will handle your account

• Reluctance to share references

• Generic advice that ignores your state

Common mistakes employers make when choosing

• Choosing on price alone. The cheapest quote often leaves out state work, visits or legal support.

• Hiring a different firm for each state. Advice then conflicts, and nobody owns the full picture.

• Skipping the reference call. Five minutes with a current client tells you more than a brochure.

• Treating compliance as a yearly task. Returns, renewals and rule changes arrive every month.

• Waiting for a notice. An audit before an inspection costs less than a reply after one.

Questions to ask in your first meeting

1. Which states and sectors do you handle most?

2. Who will be my day-to-day contact?

3. How do you track changes in state rules?

4. Do you have legal professionals for disputes?

5. What does the fee include, and what costs extra?

6. Can I speak to two current clients?

7. What would you do for us in the first 30 days?

The last question is the revealing one. A serious consultant will describe a gap check of your registrations, wage structures, contracts and records.

A simple 5-step process to choose

1. Write down your states, headcount, contract labour and the services you need.

2. Shortlist three firms and send each the same brief.

3. Ask the seven questions above and compare written proposals, not verbal promises.

4. Call two references from each firm.

5. Start with a labour law audit or a three-month pilot before signing a long contract.

This way you judge real work, not sales talk.

Frequently asked questions

1. Who is the best labour law consultant in India? There is no official ranking. The right choice depends on your states, size and needs. Choose a firm that knows the new Labour Codes, covers all your states, has legal backup and gives a written scope. Praans Consultech offers all of these and works across India.

2. Is there a licence for labour law consultants in India? No single regulator governs the title. Look at the team’s background (advocates, company secretaries, chartered accountants, HR-compliance specialists), the firm’s track record and client references.

3. How much does a labour law consultant cost? It depends on the number of states, headcount and services. Firms usually charge a monthly retainer for ongoing compliance or a fixed fee for audits and registrations. Ask for a written scope and compare what is included.

4.Do small businesses need a labour law consultant? Often yes, especially with contract workers, multiple states or no in-house HR. Penalties and disputes usually cost far more than good advice.

5. What does a labour law consultant do? They handle registrations and licences, monthly returns, audits, inspection preparation, notices, policies and advice on the Labour Codes, and some also support disputes.

6. Can a consultant represent me in a labour court? Generally only an enrolled advocate can argue a case in court, so check that your consultant has legal professionals on the team or a partner.

7. How often should I review compliance? At least once a year, and whenever your state notifies new rules, you open a new location or your headcount crosses a threshold.

8. What is the difference between a labour law consultant and a labour lawyer? A lawyer advises on legal rights and represents you in court. A consultant handles day-to-day compliance such as registrations, returns, audits and notices. The best setup combines both, either in one firm or through a partner.

9. Can a consultant file my PF, ESI and professional tax returns? Yes. Most compliance firms prepare and file monthly returns and renewals for you. You stay legally responsible, so ask for a copy of every filing and acknowledgement.
