Objective:
It is to guarantee that workers in scheduled jobs are paid a fair minimum wage, avoid exploitation, and maintain a minimal standard of living.

Applicability:

It covers all Haryana scheduled jobs even it covers children, adolescents, adults, and apprentices. It relates to government buildings, local governments, mines, factories, and other scheduled industries. It does not include members of the armed forces.

Key Provisions:

1. The Haryana government sets and updates the minimum wages for overtime, piece work, and time work.

2. Different localities, work classes, apprentices, adults, adolescents, and children may have different wage structures.

3. Regardless of their financial situation, employers are required to pay minimum wages.

4. While monetary compensation is included in the definition of wages, it does not include gratuities, house amenities, travel expenses, or contributions to the Pension or Provident Fund.

5. Adolescents (14 to 18 years old) have limited working hours, and children under 14 are not allowed to work.

6. Wages and employment information must be kept in registers and records.

Penalties and Compliance:

1. Section 20 of the Act stipulates that failure to pay minimum wages may result in fines or jail time.

2. Employers are responsible for paying interest-bearing arrears for unpaid or delayed wages.

3. The Haryana government appoints inspectors and facilitators to oversee compliance.
