The Office of the Labour Commissioner, Maharashtra, Kamgar Bhavan, Bandra Kurla Complex, Mumbai has issued Notification No. 7997 dated 5 August 2026, revising the Special Allowance, popularly known as the Dearness Allowance or VDA, payable to all workers in 67 scheduled employments under the Minimum Wages Act 1948. The revised rates are effective for the half year from 1 July 2026 to 31 December 2026.

Key highlights

Covers 67 scheduled employments in Maharashtra ranging from judicial staff of Bombay High Court to workers in bakery, chemical, leather, hosiery, metal utensils, onion cleaning industry.
Rates are locked Agriculture and Farming at Sr No 66, with Zone wise across Zone I, II and III also getting a Zone IV and Institutional Farming rate.
Within each employment, wages are classified into skilled, semi skilled and unskilled, high skilled also includes highly skilled workers except salt pan workers at Sr No 65.
Total minimum wage is Basic minimum wage rate + Special Allowance amount per month (Deputy Labour Commissioner (Admin Division) Mumbai) The Competent Authority under the Minimum Wages Act 1948.
From July 2026, employers will be required to update wage registers and payroll, and any delay in compliance can attract action under the Minimum Wages Act.
