Minimum Wages of Goa

The Commissioner, Labour and Employment, Government of Goa, has issued Order No. CLE/PA/MWA-VDA/(10)/2016/4398 dated November 7, 2025, which revises the Variable Dearness Allowance (VDA) across 20 distinct scheduled employments in the state. The effective date of this order is October 1, 2025 (01.10.2025). Authorized by Rajesh S. Ajgaonkar, Commissioner of Labour & Employment, the revision incorporates an average Consumer Price Index rise of 35 points for Industrial Workers, establishing a uniform VDA rate of ₹138 per day. This legally mandated rate applies universally to all major industrial sectors listed in the order, including commercial shops, hotels, factories, construction, public and private motor transport, automated garages, pharmaceutical industries, private hospitals, and agriculture. For total transparency and LEMS integration, payroll administrators and corporate compliance systems are instructed to apply this daily hike to the base wage structure across all respective sectors with retroactive financial calculation commencing from October 1, 2025.

Employment Categories & Additional Benefits
Unskilled:Workers who have at least one year experience in the trade, able to do repetitive work or simple jobs using simple tools or machines
Semi-skilled:Workers who have at least one year experience in the trade, able to do repetitive work or simple jobs using simple tools or machines
Skilled:Workers who perform tasks requiring specialized skills, training or technical ability; they are more independent in their work (beyond just repeating simple tasks)

Penalty & Compensation for paying less than Minimum Wages
Penalty:Fine of Rs. 500/- or 6 months imprisonment or both
Compensation:Up to ten times the difference between the prescribed minimum wage and the wage actually paid.
