Minimum Wages of Manipur

The Secretariat, Government of Manipur (Skills, Labour, Employment & Entrepreneurship Department) has officially announced a structural revision to the minimum wage threshold across the state. Enacted under the Minimum Wages Act, 1948 and published via the authoritative Manipur Gazette No. 46 (Part-II-A), this legislative update introduces Notification No. LAB-1/22/2021-LAB and EM-LAB&EMPL. Formally issued from Imphal by Deputy Secretary Maisnam Chinglembi Luwang, the effective date for these standardized pay scales applies with immediate effect from its signing on 27th February, 2025. This latest directive supersedes the older schedules from 2016 and 2021, mandating uniform all-inclusive wages across 24 Scheduled Employments—including Agriculture, Dam Construction, Private Hospitals, Brick Kilns, and Domestic Works. The pay grid establishes a flat-rate floor base where Skilled Labour receives $Rs. 480\text{/day}$ ($Rs. 14,400\text{/month}$), Semi-Skilled Labour receives $Rs. 440\text{/day}$ ($Rs. 13,200\text{/month}$), and Unskilled Labour receives $Rs. 400\text{/day}$ ($Rs. 12,000\text{/month}$). To safeguard statutory compliance against economic inflation, these rates are pegged against the All India Consumer Price Index Number for Industrial Workers ($2016=100$) and will adapt bi-annually via a Variable Dearness Allowance (VDA) adjustment.
