The Code on Wages, 2019 replaced four central wage laws with a single code, and every state must frame its own rules to put it into practice. Karnataka issued its first draft in 2021, gathered objections, and has now released a revised draft dated 23 January 2026. These Rules will cover how minimum wages are fixed, how the normal working day is measured, what records employers must keep, and how the State Advisory Board on wages will function. Until the Rules are finally notified, employers in Karnataka continue to follow the older Minimum Wages, Payment of Wages, Equal Remuneration, and Payment of Bonus Rules.

Calculating The Minimum Wage Rule 3
Minimum wage must sit at or above the central floor wage, worked out for a standard family of three consumption units, a daily intake of 2700 calories, 66 meters of cloth a year, and fixed shares of the wage for housing, fuel, and other needs.
Norms For Fixing Minimum Wages Rule 4
Karnataka is divided into Metropolitan, Non Metropolitan, and Rural areas. A Technical Committee headed by the Labour Commissioner advises the government on skill categorization of occupations.
Dearness Allowance Rule 5
Dearness allowance must be recalculated every year before 1 April and paid from 1 April.
Normal Working Day Rule 6
8 hours of work plus up to 1 hour of rest, spread over not more than 12 hours, and not more than 48 hours in a week, with a 4 hour cap on continuous work before a break.
Weekly Rest Day Rule 7
Every employee gets one paid rest day a week, ordinarily Sunday, with defined rules for substituting the rest day.
Wage Period Rule 10
The wage period for the purpose of minimum wages is fixed at one month.
Recovery Of Excess Deductions Rule 13
If deductions in a wage period exceed 50 percent of wages, the excess is carried forward and recovered later, capped at 50 percent of wages in any month.
Employee Loans Rule 20
Employees can be granted loans of up to 10 times their salary, at the bank rate of interest, for house building and similar purposes.
Records And Wage Slip Rules 43 And 44
Employers must keep a wage register (Form I), an employee register (Form IV), and issue a wage slip (Form V) for every wage period.
Composition Of Offences Rule 47
An accused person can settle an offence by paying 50 percent of the maximum fine prescribed under the Code.

Exempted / special treatment

  • Agricultural employment, where the State Government may modify the working hour provisions (Rule 6(3))
  • The principal employer must pay the contractor before the wage due date so that employees are paid on time (Rule 48)
  • Spread over can extend up to 16 hours a day, but actual working hours are capped at 9 hours (Rule 9)
  • Rest day wages are fixed separately by the State Government rather than through the standard formula (Rule 7)
